Define the Mandate
Identify the population and service needs, national or local priorities, decision authority and intended public value.
VisionMarq works from the priorities and decision process of the responsible authority. The proposed scope can combine food security, attainable housing, distributed power, water systems, decentralized AI data infrastructure and EV infrastructure. Land, demand, costs, qualified operators and approvals determine what belongs in a viable program.
Identify the population and service needs, national or local priorities, decision authority and intended public value.
Screen sites and compare system options, service demand, resource requirements, capital costs and operating responsibilities.
Set out land rights, procurement route, qualified partners, local capacity, approvals and long-term asset responsibilities.

Sovereign nations, ministries and authorized agencies set the mandate for food, housing, water, energy and digital capacity. Project preparation then tests location, affordability, local participation, delivery structure and the evidence needed by the relevant approving authorities.
Subnational authorities can shape a program around adopted plans, suitable land, public services, utilities, workforce needs and applicable procurement and approval processes. Each authority retains its own decision rights.
International programs require jurisdiction-specific review of land tenure, procurement authority, local-content obligations, environmental and social safeguards, data governance, import and currency exposure, and long-term operating responsibilities. Qualified local advisers and public authorities determine the applicable pathway; no single country model is assumed.
